In 2021, the National Economic and Development Authority (NEDA) introduced the Philippine Water Supply and Sanitation Master Plan (PWSSMP) intending to achieve universal access to safe, sufficient, affordable, and sustainable water supply, hygiene, and sanitation by 2030.

 

To accomplish the goal of universal access to clean water by 2030, the plan necessitates a total investment of more than P1 trillion. This requires a coordinated effort involving investments from the private sector, international development partners, and local and national agencies.

The budget breakdown for the water purification system is as follows. The water purification system itself has a price range per unit between ₱1,000 and ₱4,000, with a budget allocation of ₱400,000,000 for a total of 700,000 units over a 7-year period, resulting in a total cost of ₱2,800,000,000. The installation and set-up costs are included within the total system cost, amounting to ₱0 for the 7-year duration. For filter replacements, the estimated price per replacement filter ranges from ₱200 to ₱500, and a budget of ₱100,000,000 is allocated for this purpose. This budget allows for the purchase of 1,400,000 filters over 7 years, resulting in a total cost of ₱700,000,000. Additionally, there is a budget allocation of ₱100,000,000 for miscellaneous supplies, such as containers or bottles, which corresponds to a total cost of ₱700,000,000 over 7 years for 700,000 units. Furthermore, maintenance and repair expenses are estimated at ₱1,000 per unit, with a budget allocation of ₱100,000,000 over 7 years, totaling ₱700,000,000 for the 700,000 units. Considering the entire water purification system, including installation, filter replacement, miscellaneous supplies, maintenance, and repair, the total cost per unit is estimated to be ₱6,500. Hence, the projected total cost for the 700,000 units amounts to ₱4,900,000,000 over the 7-year budget period. In total, 3,500,000 materials are included in this budget breakdown.

The seminar program has a budget allocation for various expenses. Each seminar is estimated to cost ₱50,000, with a total budget of ₱100,000,000 allocated for organizing 14,000 seminars over seven years, resulting in a total cost of ₱700,000,000. Additionally, there is a separate budget for transportation expenses, with ₱100,000 allotted per seminar. The total transportation budget over seven years amounts to ₱200,000,000, resulting in a total cost of ₱1,400,000,000 for all the seminars. Furthermore, labor costs are estimated at ₱50,000 per seminar, with a budget allocation of ₱100,000,000 over 7 years, bringing the total cost for labor to ₱700,000,000. In summary, the seminar program has a projected cost of ₱200,000 per seminar, resulting in a total expenditure of ₱2,800,000,000 for the 14,000 seminars over the 7-year budget period.

The total cost breakdown consists of both materials and seminars. The total cost for these components is estimated to be ₱206,500, with a budget allocation of ₱1,100,000,000 over a 7-year period, resulting in a total expenditure of ₱7,700,000,000. With a remainder of  ₱992,300,000,000 for other clean water and sanitation project nationwide.
